eTOM is a business process framework, that is, a reference frame or model used to classify all business activities that service providers will use. It is not a service provider's business model. In other words, it does not solve the strategic problem or the problem of who the service provider’s target customer should be and which market field the service provider should serve, 10 ITU-T Rec. M.3050.1 (03/2007) What is the vision and mission of the service provider? The business process framework is part of the service provider's strategic business model and plan.
The eTOM framework is best viewed as a business process framework, rather than a business process model, because its purpose is to classify process elements and business activities so that they can be combined in many different ways to achieve end-to-end customer service The business processes that bring value to the service provider (for example, fulfillment, guarantee, billing).
The Enhanced Telecom Operations Map is an ongoing TM Forum project that aims to provide a business process model or framework for use by service providers and others in the telecom industry.
TM Forum Enhanced Telecom Operations Map (eTOM) describes all business processes required by service providers, and analyzes them in varying degrees according to their business importance and priority.
The particular advantage of eTOM as a business process framework is that it is part of the TM Forum NGOSS (New Generation Operating System and Software) plan and is linked to other ongoing work in NGOSS. The work of eTOM builds on and enhances the previous TM Forum Telecom Operations Map.
eTOM has established a vision for the industry to enable it to successfully compete by implementing a business process-driven approach to manage the enterprise.
From the highest enterprise scope, the eTOM framework uses hierarchical decomposition to define business processes to define the business process framework. Defines the process description and its relationships, as well as other key elements.
The eTOM framework represents the entire enterprise environment of the service provider and is defined as generically as possible, so it has nothing to do with organization, technology and services.
The eTOM business process framework can be used as a tool for analyzing the existing processes of an organization and developing new processes. It can identify different processes that provide the same business function, eliminate duplication, find gaps, speed up the design of new processes, and reduce differences.
